Woodrow Wilson believed collective security was a viable solution in preventing another World War because if every country took part it would suggest that each participating country had the same motives as well as the power of a collective mass. Reaching peace with countries would allow every nation to show interest in similar situations as well as less chance of one nation rebelling against the rest. The League of Nations was created so that the world could make decisions as a whole rather than individually. The inevitable dissemination of the LN was because neither Russia, the USA, or Germany were part of the council. The reason for the absence of the US in the LN was due to Woodrow Wilson's status as a democrat, and the US Congress as republican. Therefore both could not come up with a agreement and US Congress felt as if engaging in world affairs would not be a good decision. In addition to this, the protocols and actions that the LN were allowed to take were essentially useless because the last step always led to the first and they could only impose sanctions and never take military action.
