The Big Three consisted of USA, France, and Britain. George Clemenceau of France, Woodrow Wilson of USA, and David Lloyd George of Britain. However, Italy was apart of the group making it the "Big Four" but left after World War I because as they were promised land but never gained any in return. So, as a final decision Prime Minister Vittorio Orlando decided to leave USA, France and Britain.
So then the "Big Three" left with USA, France, and Britain. Each country had a motive. France wanted to ruin Germany, USA wanted to punish Germany, and Britain also wanted to punish Germany for all their faults but in a lighter way because they wanted to maintain trade links with Germany.
